AGENDA ITEM:
Consider authorizing the City Manager to negotiate and execute multiple agreements with AT&T for dedicated internet service and wifi access at Briarwood and Zeiger Parks
BACKGROUND:
On June 2, 2020, the City Council approved an Interlocal Agreement with Dallas County for the distribution of $2,926,000 in CARES Act funding to the City of DeSoto for COVID-19 related programs and established an ad hoc committee was established for the purpose of providing recommendations to the City Council for potential relief programs to assist the DeSoto Community. The ad hoc committee identified the following  programs to be funded:
  1. Resident assistance for rent, mortgage, utilities, and childcare costs - (Estimated amount of $1,546,790)
  2. Business assistance for rent, mortgage, and utilities, including home-based businesses - (Estimated amount of $697,800)
  3. DeSoto ISD assistance for distance learning technology. - (Estimated Amount of $300,000)
  4. Food pantry assistance - (Estimated amount of $81,410) 
  5. City-incurred cost reimbursements related to COVID-19 - (Estimated amount of $300,000)
At the end of January 2021, $943,913 remained from the original $2,926,000.  On February 2, 2021, the City Council authorized the City Manager to submit a request to Dallas County to reallocate the remaining $943,913 to the following programs:
  1. Assistance Programs Marketing - $100,000
  2. Business Support Assistance Programs - $50,000
  3. Food Pantry Assistance - $100,000
  4. WiFi Access Assistance Program - $75,000
  5. Vaccination Assistance Program $618,913
FINDINGS:
At the request of City staff, AT&T has conducted site surveys of all City of DeSoto park locations to determine the feasibility of providing dedicated internet service and wifi access at each site.  After a review of the site survey information provided, staff has identified Briarwood and Zeiger Parks as the most feasible locations to provide wifi access based on the $75,000 allocation of funding.

The City of DeSoto currently has a Master Agreement in place with AT&T for services and equipment. Any negotiated agreements for dedicated internet service and wifi access at Briarwood and Zeiger Parks will fall under the Master Agreement. 
FINANCIAL IMPACT:
AT&T has proposed the following costs for dedicated internet service and wifi access at Briarwood and Zieger Parks:
 
        One-time Costs       Monthly Recurring Costs
Zeiger Park $32,746.86 $1,019.48 x 12
Briarwood Park $27,541.02 $949.20 x 12
     
Total  $60,287.88   $23,624.16

The one-time costs will be paid from the $75,000 of CARES Grant funding allocated to wifi access.  The monthly recurring costs will be paid from the Parks and Recreation budget. 
RECOMMENDATION:
Staff recommends Council authorize the City Manager to negotiate and execute multiple agreements with AT&T for dedicated internet service and wifi access at Briarwood and Zeiger Parks.
