BACKGROUND: |
The Public Improvement Assessment Act requires the City Council to hold a Public Hearing on the proposed budget of the Stillwater Canyon Public Improvement District and adopt the budget by a favorable majority of all members of the City Council. |
FINDINGS: |
The Board of the Stillwater Canyon Public Improvement District (SCPID) has submitted its 5-Year Plan for FY 2022 to 2026. The proposed FY 2021-2022 budget should be adopted along with the proposed 2021 assessment rate, which will give the SCPID the funding needed to meet the proposed budget of $204,828. An assessment rate of 21.58 cents is estimated to be adequate based on the average collection rate for the SCPID. All mailings, notices, and publications have been completed in accordance with the applicable laws. |
FINANCIAL IMPACT: |
There is no financial impact to the City of DeSoto. The levy collected by this assessment fee will only impact the property owners of the Stillwater Canyon Public Improvement District. |
RECOMMENDATION: |
Staff recommends that the City Council approve the Ordinance adopting the 2021 Assessment Rate for the Stillwater Canyon Public Improvement District, the Five-Year Plan and FY 2021-2022 Budget. |
