Motion by Councilmember Chism with a second by Councilmember Brown-Patrick to approve as presented. Motion passes 7-0.

Consider an Ordinance for Zoning Case Z-1436-21 for a specific use permit (SUP-296) to allow an accessory structure located at 1000 West Parkerville Road containing one (1) lot and consisting of 3.02 acres. The applicant and owner is Jesus Manzano. The property is currently zoned Agricultural.


Per the Zoning Ordinance, a residential accessory building over 240 square feet in size requires approval of a specific use permit (SUP). The applicant is requesting a SUP to allow an accessory structure that is 80' x 30' or 2,400 square feet in size.  The applicant has indicated that the building, if approved, will be used as general storage/garage for their personal cars, ATV's, and other similar items. The structure will also include a covered patio to provide some shade during family gatherings. The proposed structure is located roughly 4.5 feet east of the existing pool.

The aerial view of the property shows the existing home, pool, and existing wooden barn. Additionally, the aerial shows many of the surrounding properties have similar accessory structures as the one being proposed. Building elevations have also been included for the review.






Staff recommends approval of the Specific Use Permit-296 (SUP-296) to allow an accessory structure over 240 square feet located at 1000 West Parkerville Road because the Commission and Council have previously approved numerous applications such as this one.  

The Planning and Zoning Commission considered this request at their July 27, 2021 meeting.  A motion was made for approval and passed with a unanimous vote for Zoning Case Z-1436-21. 

The City Council held the public hearing for this request at the August 10, 2021 meeting.
