Motion by Councilmember Chism with a second by Councilmember Brown-Patrick to approve as presented. Motion passes 7-0.
AGENDA ITEM:
Consider authorizing the City Manager to negotiate and execute a professional services agreement with Dal-Tech Engineering, Inc. in a not-to-exceed amount of $188,727 for the 2021 Street Reconstruction Project.
BACKGROUND:
Included in the Capital Improvement Program is the annual reconstruction of residential and collector asphalt streets. The scope of work for the project will consist of removing and replacing approximately six inches of asphalt pavement along with cement stabilization of the pavement subgrade to a depth of six inches. On an annual basis, the Street Services Division evaluates the condition of all streets and ranks them from an A (good condition) to an F (poor condition). The selection of streets for reconstruction by staff is based on working from the streets in poorest condition, while staying within the budget allocated on an annual basis.
FINDINGS:
The following streets were selected for the 2021 program based on the significant amount of maintenance that has been necessary to maintain the streets in a relatively fair condition: Uhl Road (from Parkerville Road to the South City Limit), Wintergreen Road (from S Westmoreland Road to Ten-Mile Creek Bridge), Parkerville Road (from Mulberry Lane to Kemper Drive), and Parkerville Road from 220' East of Westmoreland Road to Hampton Road. 

Dal-Tech Engineering, Inc., a North Central Texas Regional Certification Agency certified Women Business Enterprise, provided a proposal in a not-to-exceed amount of $188,727 for the following services:
  • Professional Design Survey and Base Mapping
  • Professional Civil Engineering Services
  • Geotechnical Investigation 
  • Construction and Procurement Services
FINANCIAL IMPACT:
Funds were budgeted for and are availble in Fund 419. 
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to negotiate and execute a professional services agreement with Dal-Tech Engineering, Inc. in a not to exceed amount of $188,727 for the 2021 Street Reconstruction Project.
