COUNCIL ACTION
AGENDA ITEM:
Presentation on recommendations related to the process for creating and procuring a public art mural in recognition of social justice and diversity in DeSoto
BACKGROUND:
The Council approved the Cultural Arts Master Plan on January 5, 2021.  That plan includes a new vision for supporting the arts in DeSoto including a significant change in the City's art grant program.  Previously the City has simply solicited proposals.  Artists or non-profit performance organizations could bring their ideas forward to be consider by the Arts Commission for funding. The Master Plan indicated a different direction. It calls for the City to be intentional in identifying the desired location and form of art to be supported and then seek artists who can effectively fulfill that purpose. 

The Arts Policy and Guiding Principles relating to the implementation of the Cultural Arts Master Plan that was presented to Council on August 17, 2021 provides a detailed process for the solicitation of public art. That process is being implemented and staff will present additional information related to the proposed project.

Staff provided this presentation to the Arts Commission on September 9, 2021. The Commission approved a motion supporting the location recommended by staff for this specific art installation. They also expressed an interest in continuing to develop opportunities to place art throughout the community.
FINDINGS:

The Cultural Arts Master Plan established:

GOAL 4. ART IN PUBLIC PLACES 
Establish protocols and a plan for creating art in public spaces

4.2 Develop a Site and Opportunity Plan for Art in Public Places that sets a strategic vision for art projects to be a part of the visioning and planning phases of City-driven construction projects.

GOAL 4. BIG IDEA – ARTS ACTIVATION PROJECTS 
Commission a series of (permanent or temporary) art projects to be exhibited outdoors as a way to increase public interest and participation in experiences with art in public places. (within the next 12 – 18 months).

The proposed location and process to be presented begins the implementation of this "big idea."  It does so consistent with the implementation policies and procedures. 

FINANCIAL IMPACT:
There is no financial impact related to this agenda item. Future costs of contracts associated with artist services will be presented when those contracts are considered. 
RECOMMENDATION:
This agenda item is being presented for discussion purposes only. No action is required for this agenda item.
