The Cultural Arts Master Plan established:
GOAL 4. ART IN PUBLIC PLACES
Establish protocols and a plan for creating art in public spaces
4.2 Develop a Site and Opportunity Plan for Art in Public Places that sets a strategic vision for art projects to be a part of the visioning and planning phases of City-driven construction projects.
GOAL 4. BIG IDEA – ARTS ACTIVATION PROJECTS
Commission a series of (permanent or temporary) art projects to be exhibited outdoors as a way to increase public interest and participation in experiences with art in public places. (within the next 12 – 18 months).
The proposed location and process to be presented begins the implementation of this "big idea." It does so consistent with the implementation policies and procedures.
