Consider authorizing the City Manager to negotiate and execute a purchase contract for two (2) vehicles from Freedom Chevrolet for the Police Department for a total price of $86,075. 
Staff manages a Vehicle Replacement Program (VRP) that is based on a ten-year horizon for the replacement of all vehicles in the City's fleet. During the budget preparation process, the VRP is updated to ensure that vehicles are being replaced when necessary. These replacements are based on usage and maintenance issues. When new vehicles enter the fleet, their replacements are auctioned to maintain fleet size. A five-year schedule of planned vehicle replacements is included in the operating budget each year for planning purposes. The Street Superintendent works closely with all managers on updating the VRP and the timely acquisitions of the vehicles identified in the budget.

In FY 2021, one administration vehicle was identified for replacement in the Police Department. This vehicle was not previously ordered due to a shortage of vehicles at dealerships. An additional vehicle will support the new Crisis Assessment and Resource Engagement (CARE) Team Program that is funded in part by the Dallas County New Directions in Public Safety Grant. Both vehicles will be ordered off the Tarrant County Contract with Freedom Chevrolet.

The purchase for these two (2) vehicles will be paid for through the General Fund; one (1) vehicle is funded based on the budget amendment for the grant awarded to the City. This amendment was passed by Council at the meeting on April 6, 2021 and will have no effect on fund balance.
Staff recommends that Council approve the purchase of two (2) vehicles from Freedom Chevrolet for the Police Department for a total price of $86,075.
