Consider approval of a Resolution modifying the board makeup of the Animal Shelter Advisory Committee.
The Cities of DeSoto, Cedar Hill, and Duncanville are partners in the Tri-City Animal Shelter. The City of Cedar Hill operates the shelter with the guidance of the Animal Shelter Advisory Committee, which includes member appointed by all three partner cities. Currently, each city makes three (3) appointments to this Committee for a total of 9 board members. That composition was established by Resolution 94-17 in 1994 and doesn't reflect the current requirments of state law. State law requires that a board of this kind include board members with specific qualifications:
State Law Requirements (Health & Safety Code, Sec. 823.005)
Membership Requirements
  • One licensed veterinarian
  • One county or municipal official
  • One person whose duties include the daily operation of an animal shelter
  • One representative from an animal welfare organization
Meeting Requirements
  • Shall meet at least 3 times per year
It has been difficult to fill vacancies in the past as a city's appointment may be encumbered by the need to meet the state minimum qualification standards. Open seats, the size of the Board, and other factors have made it difficult to consistently hold Board meetings due to quorum requirements.

The proposed resolution, drafted by Cedar Hill, was adopted by Duncanville on August 3, 2021.
Cedar Hill is recommending that the composition of the Board be revised as follows:

Cedar Hill appoints the mandated positions (with input and consensus from the other cities), and each city council makes one citizen appointment for a total of 7 members.
  • One licensed veterinarian
  • One county or municipal official (can be from any of the 3 cities)
  • Animal shelter manager or assistant manager
  • Representative from Friends of Tri-City Animal Shelter
  • City of Cedar Hill resident
  • City of DeSoto resident
  • City of Duncanville resident
The attached resolution authorizes this change.
There is no financial impact from approving this resolution.
Staff recommneds that the City Council approve the Resolution modifying the board makeup of the Animal Shelter Advisory Committee.
