COUNCIL ACTION
AGENDA ITEM:
Consider authorizing the City Manager to negotiate and execute an amended Interlocal Agreement between Dallas County Hospital District d/b/a Parkland Health & Hospital System and the City of DeSoto, Texas to provide licensed clinical social work services for the DeSoto CARE Team to include the precise service period, agreement for monthly invoicing, and additional description of the duties of the contracted social worker.
BACKGROUND:
The City of DeSoto’s Crisis Assessment Resource Engagement (CARE) Team consists of behavioral health experts and public safety personnel, all located and operating out of the DeSoto Library. The Agreement provides Licensed Clinical Social Work Services for one year in the amount of $75,000 for one full-time Social Worker. 
FINDINGS:
On November 17, 2020, the DeSoto City Council approved an Interlocal Agreement between Dallas County Hospital District d/b/a Parkland Health & Hospital System and the City of DeSoto.  This original Agreement is now amended to further define the duties of the social worker as well as financial responsibilities. Parkland was able to locate and hire a social worker and his services began on March 1, 2021.
 
Parkland provides biomedical on-line supervision pre-hospital emergency medical control services known as the BioTel/EMS System, which is staffed by physicians, paramedics, registered nurses, licensed social workers, and clerical staff. It was created on July 1, 1980 to provide medical control for paramedics in the field via radio and telemetered patient data. Parkland Biotel was selected due to the pre-existing relationship between DeSoto Fire Department and the City of DeSoto, making this a natural transition. Parkland is already involved in the delivery of Public Safety Social Services in 11 other cities in the DFW Metroplex.  The services of a Public Safety Licensed Clinical Social Worker are required to ensure the success of the DeSoto CARE Team.  Finally, contracting with Parkland, who has expertise in the oversight of social services, is advantageous in the early stages of this program as opposed to attempting to independently hire and oversee this new position. 
FINANCIAL IMPACT:
The funds are budgeted and approved in the Professional Services line item for the Mental Health Unit also known as the CARE Team. No additional funds are being requested through this amendment.
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to negotiate and execute an amended Interlocal Agreement between Dallas County Hospital District d/b/a Parkland Health & Hospital System and the City of DeSoto, Texas to provide licensed clinical social work services for the DeSoto CARE Team to include the precise service period, agreement for monthly invoicing, and additional description of the duties of the contracted social worker.
