Presentation to provide an update and discussion of the Hampton Road Corridor Planning Study
On June 16, 2020, City Council authorized contracts with Halff Associates, Inc. and Freese and Nichols, Inc. to study a one-mile section of the Hampton Road corridor between Belt Line Road and Pleasant Run Road to evaluate future highest and best land uses, perform a market analysis, and develop concepts for a re-designed street section, all intended to activate economic redevelopment. Staff kicked off the project in August 2020.
Freese and Nichols completed the land use and market analyses in early 2021, which helped set the framework for the conceptual streetscape options that Halff Associates are developing as a part of the project. Staff will present a summary of the Stakeholder engagement feedback (City Council, Steering Committee, Focus Group, and surveys) specifically regarding roadway scenario preferences (2-, 3-, or 4-lanes) and preferred streetscape elements. The consultant will provide a brief presentation reviewing the roadway scenarios. It is the intent of this meeting to come away with a preferred scenario so that the consultant may begin the next phase of the project putting together the corridor framework plan based on the preferred scenario.
