Presentation and discussion regarding progress on implementing the Rental Registration Program.
The FY 2020 City Council Business Plan included development of a Rental Registration Program. This topic has been researched by staff including analysis of similar programs in other cities. A staff recommendation was made to the City Council on September 14, 2020 that included annual registration of all rental properties in DeSoto and annual inspections for each property. The City Council discussed policy matters related to this program at multiple Work Sessions including Town Halls (conducted virtually) on August 6, 2020, August 13, 2020, and August 20, 2020. On February 23, 2021, an Ordinance adopting a Rental Registration Program was approved by Council with an effective date of January 1, 2022. The purpose of the program is to ensure safe properties and beautiful neighborhoods with additional inspection and enforcement services including the registration of rental properties in DeSoto.  
Staff continues to work on implementing the Rental Registration Program.  This presentation will provide a status update and information on the program relative to application, permits, staff, construction, and equipment.
All costs associated with the implementation of the Rental Registration Program are included in the FY 2021 Budget. 
This item is being presented as an update and for discussion purposes only.  The City Council will not take any action on this topic during the meeting.
