COUNCIL ACTION
Motion by Councilmember Marks with a second by Councilmember Chism to approve as presented. Motion passes 6-0.
AGENDA ITEM:
Consider making and approving a nomination to cast DeSoto's vote for the runoff election of the Suburban Cities' Representative to the Dallas Central Appraisal District Board of Directors and authorizing the Mayor to submit an Official Runoff Ballot Resolution for the approved nominee. (Nominees are Mr. Michael Hurtt and Mr. Brett Franks)
BACKGROUND:
In accordance with state law, the nomination process for persons to serve on the Dallas Central Appraisal District Board of Directors has been completed with five nominees originally submitted from nominating entities. Twenty-two votes were cast during the first election process, which resulted in no candidate receiving the required 16 votes. A runoff election is necessary between the top two finishers: Michael Hurtt of DeSoto and Brett Franks of Sachse. By state law, the City of DeSoto is required to vote by official runoff ballot resolution, which is attached to this Management Report.

The 1979 resolution adopted by the taxing units participating in the Dallas Central Appraisal District, which governs board elections, requires that a candidate receive a majority of the votes (16 votes of 30 votes eligible) in order to be elected to the Board of Directors. 
FINDINGS:
DeSoto's Official Runoff Ballot Resolution must be submitted by the Mayor to reflect the City's vote for the Suburban Cities' Representative to the Dallas Central Appraisal District Board of Directors. The two nominees who obtained the most votes during the first round of voting and are eligible for votes during the runoff election are:
  1. Mr. Michael Hurtt
  2. Mr. Brett Franks

RECOMMENDATION:
Staff recommends that the City Council make and approve a nomination to cast DeSoto's vote for the runoff election of the Suburban Cities' Representative to the Dallas Central Appraisal District Board of Directors and authorize the Mayor to submit an Official Runoff Ballot Resolution for the approved nominee.
