COUNCIL ACTION
AGENDA ITEM:
Consider the appointment of Alicia Thomas to the position of City Secretary
BACKGROUND:
Under the DeSoto City Charter, it states the following regarding the appointment of the City Secretary position:

"The City Council shall appoint or remove an officer of the City, who shall have the title of City Secretary and who shall give notice of the council meetings, shall keep minutes of its proceedings[,] shall authenticate by his or her signature, and record in full in a manner permitted by law all ordinances and resolution[s], shall preserve and keep in order all books, papers, records and files of the City Council, shall serve as agent for civil process for lawsuits against the City, shall have custody of the seal of the City, and shall affix same to such documents and obligations only of the City as legally authorized to do and shall perform such other duties as shall be required by this Charter or by the City Council. To perform the duties during temporary absence or disability, the City Secretary, by letter filed with the City Secretary's office, may designate a qualified employee to perform the duties during a temporary absence or disability. In the event of the failure of the City Secretary to make such designation, the Council may by resolution appoint an employee of the City to perform such duties until the City Secretary shall return or the disability shall cease."
FINDINGS:
The City Council has conducted a nation-wide search for the City Secretary position with the assistance of Strategic Government Resources (SGR) resulting in the recommendation that Alicia Thomas, currently serving as DeSoto's Interim City Secretary, be appointed as City Secretary. 

Ms. Thomas has a Bachelor of Science in Organizational Leadership from Columbia Southern University as well as has completed her Organizational Leadership Master Degree course work. She has been with the City of DeSoto since 2013, most recently serving as Assistant City Secretary prior to her appointment as Interim City Secretary in April 2021. Ms. Thomas brings with her a wealth of experience in municipal elections, preparing and filing meeting minutes, document retention, preparing and coordinating official City documents, developing and posting agendas, and working with the public. 
FINANCIAL IMPACT:
The City's budget includes funding for all approved positions in the City Secretary's Office. 
RECOMMENDATION:
It is recommended that the City Council appoint Alicia Thomas to the position of City Secretary
