AGENDA ITEM:
Consider authorizing the City Manager to negotiate and execute an agreement with Central Square Technologies, LLC to provide false alarm management services
BACKGROUND:
In 2005, the City's Police Department instituted a program to help reduce the number of false alarm calls. This program included the use of CryWolf software; a third-party provider, that allows City staff to generate letters and violation notices, and manage the registration process. The current program and software is cumbersome and frustrating for both residents and staff. The current software does not have functionality that allows residents to log into the portal to create or manage accounts, view history, or pay fees.  All payments must be manually taken over the phone by Finance staff.

Central Square Technologies, LLC owns the CryWolf software system, which manages false alarms. Through an enhancement to the contract, Central Square can manage false alarm processing to include online payments, generating letters, and provide a citizen portal. The citizen portal will allow citizens to self-register their alarm system, manage payments, and view history.
FINDINGS:
Central Square Technologies's false alarm management services will assist the City in enforcing its Alarm Ordinance to include tracking of responsible persons (including individuals, businesses, and government agencies) who use alarm systems, registering of alarm systems, online payment, billing, and notification of permit and false alarm fees. 
FINANCIAL IMPACT:
Central Square Technologies, LLC will receive a twenty-three percent (23%) revenue share from revenue it generates. Average revenue for alarm permits from the last three years was $228,045. Based on this average amount, City staff anticipates spending approximately $55,000 annually for this service. 
RECOMMENDATION:
Staff recommends that the City Council authorize the City Manager to negotiate and execute an agreement with Central Square Technologies, LLC to provide false alarm management services.
