As authorized by Section 551.071(2) of the Texas Government Code, this meeting may be convened into closed Executive Session for the purpose of seeking confidential legal advice from the City Attorney on any agenda item listed herein.

DeSoto City Council Meetings are open to the public; however, since space is limited and citizens are encouraged to view the
meetings online rather than in person due to concerns related to the spread of COVID-19. Citizens attending in-person are
asked to maintain a distance of at least 6-feet from other members of the public, City Council and staff. The meeting will be
live-streamed on DeSoto's website at for those wanting to view the meeting online.

Citizens not attending in person, but who wish to address the City Council during Citizen Appearances or during a Public
Hearing, may submit comments via email to: Emailed comments regarding this agenda
must be received by 4:30pm on Tuesday, June 16, 2020. The email must contain the person's name, address, phone number

The City Council invites citizens to address the Council on any topic not already scheduled for Public Hearing.  Citizens wishing to speak should complete a "Citizen Response Card" and present it to the City Secretary prior to the meeting.  Speakers are limited to 3 minutes.  In accordance with the Texas Open Meetings Act, the City Council cannot take action on items not listed on the agenda.  However, your concerns may be addressed by City Staff, placed on a future agenda, or responded to by some other course.

3.   Consider a Resolution of the City Council of the City of DeSoto, Texas, approving and adopting the 2019-2020 Annual Action Plan Amendment, authorizing submission of the Annual Action Plan Amendment to the U.S. Department of Housing and Urban Development ("HUD"), authorizing the Mayor to sign the Funding Approval Agreement as required for participation in the Community Block Grant Program and Cares Act Funding, authorizing the City Manager to establish program guidelines, requirements, review criteria, and award criteria for the Small Business Grant Program consistent with HUD requirements and providing for an effective date.  Click to View

DeSoto City Council Meetings are broadcast live in their entirety on DeSoto's City Website Government Access Channel 16 available to Spectrum subscribers and Channel 99 available to AT&T U-verses subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 and Channel 99 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Questions regarding the broadcast schedules or internet viewing should be directed to Kathy Jones, Community Relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website ( ) at your convenience.
