d.   Consider approval of a Purchase Order to Metro Fire in the amount of $110,500 to purchase rescue tools from an Assistance to Firefighter Grant.

f.   Consider authorizing a Budget Amendment for Fiscal Year (FY) 2019 in the amount of $375,465.57 in order to implement the findings of the 2018 Employee Compensation and Classification Study effective January 19, 2019.

F.   REGULAR AGENDA - New Business
 
1.   Consider authorizing the City Manager to execute a construction contract with Lookup Properties, Inc. for the installation of a new retaining wall at the DeSoto BMX facility at Grimes Park in the amount of $82,740.
 
 
2.   Consider authorizing the City Manager to execute a professional services agreement with Garver, LLC in the amount of $726,308 and establish a total project budget of $798,939 (including a 10% contingency) to update the Water Distribution System Master Plan and design system improvements.
 
3.   Consider authorizing the City Manager to execute a change order with Lookup Properties, Inc. in the amount of $25,000, establishing a revised contract amount of $184,182.93 and a revised total project budget in the amount of $191,183 for renovation services for the City of DeSoto Development Services Department.
 
G.   CITIZEN APPEARANCES
 
 
The Citizen Appearances portion of the Agenda is an opportunity for the public to address the City Council on any subject. However, in accordance with the Texas Open Meetings Act, the City Council cannot discuss issues raised or make any decision at this time. Issues raised may be referred to City Staff for research and possible future action.
 
H.   ITEMS OF COMMUNITY INTEREST
 
 
Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: ( 1) expression of thanks, congratulations or condolences; ( 2) information about holiday schedules; 3) recognition of individuals; ( 4) reminders about upcoming City Council events; ( 5) information about community events; and ( 6) announcements involving imminent threat to public health and safety.

DeSoto City Council Meeting are broadcast live in their entirety on DeSoto's City Website www.desototexas.gov Government Access Channel 16 available to Time Warner subscribers on the first and third Tuesday of each month at 7:00 p.m.  A taped broadcast is aired each day on Channel 16 at 10:00 a.m., 2:00 p.m., 7:00 p.m., and 11:00 p.m. following the live broadcast.  Question regarding the broadcast schedules should be directed to Kathy Jones, Community relations Manager, at 972-230-9648. These taped broadcasts are also available to view on the City's website (www.desototexas.gov ) at your convenience.
