|The six tennis courts at the Civic Center were built 15 years ago and have never been resurfaced. While the concrete is in good condition, the playing surface requires a new surface coat and should be resurfaced every five to seven years. Going forward, this project will be programmed in the Capital Improvement Program. Recreation and Community Services will inspect the playing surfaces on a regular basis and recommend precisely when they need to be resurfaced.
Community Development solicited bids and held a mandatory pre-bid meeting in August. Three bidders attended the meeting and submitted bid proposals. The apparent low bidder, California Surfacing, submitted a bid of $30,710, well below the $90,000 budget. California Surfacing attributes the low bid to a competitive construction market, with firms vying for work during the pandemic.
California Surfacing comes highly recommended and has completed similar projects throughout Southern California. TRC/Vali Cooper and Associates, the City's on-call construction manager, will inspect the project. Including a contingency of $4,600 and construction management costs of $6,920, the project costs will not exceed $42,230.
