Approve the Urban Area Security Initiative Sub-Recipient Agreement
Approve the Fiscal Year 2019 Urban Area Security Initiative (UASI) Sub-Recipient Agreement.
The Urban Area Security Initiative provides federal funding to cities to prevent, respond, and recover from threats or acts of terrorism. In Orange County, the City of Santa Ana, in its capacity as a "Core City" for the Anaheim/Santa Ana Urban Area, received and accepted a FY 2019 Urban Area Security Initiative grant. Santa Ana has the responsibility to enhance the preparedness and response capabilities of the entire urban area of Orange County by administering grant-supported training and funding. Each city in Orange County, as a sub-recipient, may receive UASI funding for projects, services, and training based on availability as determined by Santa Ana.

In previous years, Cypress has received UASI funding for personal protective equipment for first responders, security technology for critical asset protection, and terrorism-related training. Under the FY 2019 UASI, the Police Department can attend regional training exercises and request equipment purchases if funding is available. Procurement for any equipment purchases would be handled through the Anaheim/Santa Ana UASI Grant Office while training would be reimbursed. The performance period for the FY 2019 UASI Grant runs through March 31, 2022.
The exact amount of FY 2019 UASI funding available to Cypress is unknown.  Once determined, an increase to approve additional appropriations and estimated revenues will be brought before City Council for consideration.
The agreement was reviewed by the City Attorney and approved as to form.
