*** NOTICE REGARDING COVID-19 ***

On March 17, 2020, Governor Newsom issued Executive Order N-29-20, which authorizes the City Council to hold public meetings via teleconferencing and suspends certain provisions of the Ralph M. Brown Act in response to the COVID-19 pandemic.

Consistent with the Governor's Orders, members of the public can view the City Council meeting streamed live online at www.cypressca.org/watchlive or on Spectrum Cable Channel 36. Additionally, the public may participate and provide public comment by registering at https://attendee.gotowebinar.com/register/5216106662385025808 or listen in teleconference mode by calling (562) 247-8321 and entering Access Code 640-063-793 when prompted. No Audio Pin is necessary.

PUBLIC PARTICIPATION

Those persons wishing to make a general comment or a comment on an agenda item, may do so by registering at https://attendee.gotowebinar.com/register/5216106662385025808. Advance registration is recommended. Following registration, you will receive an email containing a link to join the meeting webinar, enabling you to provide live comments during Public Hearing or Oral Communications portions of the meeting and view live presentations.

The City Council does not endorse the content of the invocation and does not endorse the invocational speaker’s particular faith, belief and/or religious denomination. The City Council has an established neutral policy for selecting and scheduling invocational speakers. The City Council’s policy on invocations is available from the City Clerk.

Recommendation:

1. Adopt a Resolution regarding bid protests and award a contract to Horizons Construction Co., Orange, CA, for $9,809,661.24 and authorize a contingency of $1,472,000; and

2. Award a contract to Griffin Structures Inc. for Construction Management and Inspection Services for $636,820, and authorize a contingency of $127,400.

1. Award a contract to Mark S. Yokoyama Consulting for police management advisory services for an amount not to exceed $50,000; and

2. Approve a $50,000 appropriation transfer in the General Fund Police budget from personnel to contract services.

1. Approve Plans and Specifications for Sewer Relining, Project 265; and

2. Award a contract to Sancon Engineering, Inc., Huntington Beach, CA, for $117,815, and authorize a contingency of $17,600; and

3. Approve a Task Order for Construction Inspection Services to TRC/Vali Cooper and Associates, for $11,988, and authorize a contingency of $1,800.
 
8.   Approve the May 2020 Revision to the Orange County Operational Area Agreement Click to View

1. Approve a task order for an Initial Study/Mitigated Negative Declaration (IS/MND) for the Housing Element update to LSA for $59,900 and authorize a $5,990 contingency; and

2. Appropriate $82,390 in the General Fund for the estimated costs of the environmental review, Traffic Engineer review, and public noticing for the Housing Element update.

1. Receive and file the Arnold Cypress Park Rehabilitation Community Outreach report, conceptual plan and budget; and

2. Provide direction on the conceptual design, including potential changes to proposed amenities; and

3. Direct the City Manager to issue a Request for Proposal for the preliminary design of Arnold Cypress Park based on the conceptual design and City Council adjustments; and

4. Include the Arnold Cypress Park rehabilitation project, along with identified funding, in the FY 2021-22 Seven Year Capital Improvement Plan.
