MOTION TO RECOMMEND BROWARD MPO APPROVE Amendments to the Complete Streets and Other Localized Initiatives Program (CSLIP) Policies and Evaluation Criteria
WHY THIS ACTION IS NECESSARY:
Approval of this action will amend the CSLIP policies and evaluation criteria to address lessons learned from previous CSLIP Cycles and adapt to the funding changes as part of the new Metropolitan Transportation Plan (MTP). Additionally, these updates with help shift the Program to better compliment the new surtax instead of competing with it.
CSLIP, a replacement for the Transportation Alternatives Program (TAP), provides funding for small, local transportation projects which improve the safety and mobility for all transportation users. This competitive grant program can fund projects such as (but not limited to): complete streets projects, traffic calming and intersection improvements, Americans with Disabilities Act upgrades, mobility hubs, bus shelters, bike racks and technology advancements such as transit signal priority and traffic control devices. CSLIP, along with the policies that govern the Program, was approved by the MPO Board at their July 9, 2015 meeting and was last updated on July 12, 2018.
One of the goals of CSLIP was to create a flexible source of transportation dollars for local agencies in Broward. The amendments being proposed will include adjustments to the online applications and changes to the CSLIP policies and evaluation criteria. MPO staff has recognized the need to complement the new surtax efforts as well as address the reallocation of funding to different programs in the MTP. These changes should provide funding for more significant and regional projects that have the potential to link to and complement projects proposed in the surtax and identified in the MTP. The updated CSLIP Policies and Evaluation Criteria will be effective starting with CSLIP Cycle 4 (2020), and will not be applied retroactively to previous CSLIP Cycles. At the upcoming meeting, MPO staff will make a presentation on the status of CSLIP, including lessons learned, and review the proposed amendments to the CSLIP policies and evaluation criteria. For the PowerPoint presentation, please see Attachment 3.
