CITY COUNCIL SPECIAL MEETING MINUTES
November 10, 2021 – 5:00 P.M.





             
   A   CALL TO ORDER - Mayor Diaz called the City Council Special Meeting to order at 5:00 pm.

   C   ACTION ITEMS
             
   1   AIR-10595    Consideration and action on Resolution No. 2021- 33, canvassing returns and declaring the results of a General Election held in the City of Copperas Cove, Texas on November 2, 2021.  Lisa Wilson, City Secretary

Lisa Wilson, City Secretary, gave an overview of Agenda Item C-1.

Council Member Hart made a motion to approve Agenda Item C-1. Council Member Smith seconded the motion, and with a unanimous vote, motion carried.

   2   AIR-10596    Consideration and action on Resolution No. 2021-34, canvassing returns and declaring the results of the Special Election to elect Council Member Position 3, unexpired term and the Charter Amendments Special Election, held on November 2, 2021. Lisa Wilson, City Secretary

Lisa Wilson, City Secretary, gave an overview of Agenda Item C-2.

Council Member Smith made a motion to approve Agenda Item C-2. Council Member Chavez seconded the motion, and with a unanimous vote, motion carried.

   3   AIR-10602    Consideration and action on Resolution No. 2021-35, canvassing returns and declaring the results of a Special Bond Election held in the City of Copperas Cove, Texas on November 2, 2021. Lisa Wilson, City Secretary

Lisa Wilson, City Secretary, gave an overview of Agenda Item C-3.

Council Member Yancey made a motion to approve Agenda Item C-3. Council Member Campbell seconded the motion, and with a unanimous vote, motion carried.

   D   ITEMS FOR FUTURE AGENDAS - Council Member Yancey requested an excused absence for the December 7, 2021 meetings. Council Member Manning and Council Member Campbell supported this request.
             
   E   EXECUTIVE SESSION - City Council convened into Executive Session at 5:07 pm.
             
   1   AIR-10626    Discussion of personnel matters pursuant to Chapter 551.074 of the Texas Government Code regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee – City Manager Ryan Haverlah
             
   2   AIR-10633   
Deliberation pursuant to §551.072, Texas Government Code, regarding a possible purchase of real property located along Highway 190 in Copperas Cove for the location of a new fire station.
             
   F   RECONVENE INTO OPEN SESSION FOR POSSIBLE ACTION RESULTING FROM ANY ITEMS POSTED AND LEGALLY DISCUSSED IN EXECUTIVE SESSION - City Council reconvened into Regular Session at 7: 11 pm.

Mayor Diaz announced action would be taken on Executive Session Items E-1 and E-2.

Council Member Yancey made a motion to approve the evaluation of the City Manager, along with a pay increase of 2.5%. Council Member Campbell seconded the motion, and with a unanimous vote, motion carried.

Prior to action on Item E-2, Council Member Smith recused himself from the dais and did not vote on the item.

Council Member Yancey made a motion to approve the City Manager to execute a contract for the purchase of the property located at 2410 E. Business 190. Council Member Courtland seconded the motion, and with a unanimous vote, motion carried.
             
   G   ADJOURNMENT
There being no further business, Mayor Diaz adjourned the meeting at 7:13 p.m.
