CITY COUNCIL REGULAR MEETING MINUTES
November 2, 2021 – 6:00 P.M.








             
   A   CALL TO ORDER - Mayor Diaz called the City Council Regular Meeting to order at 6:21 pm.
             
   B   INVOCATION AND PLEDGE OF ALLEGIANCE - Council Member Chavez gave the Invocation and Mayor Diaz led the Pledge of Allegiance and the Texas Pledge.

   D   ANNOUNCEMENTS - Council Member Campbell announced the fluffing of the wreaths for the Veterans Cemetery will take place at the Killeen Special Events Center on Saturday, November 20th and the laying of the wreaths will take place on Saturday, November 27th at 10 am.

Council Member Smith stated there were 35 more minutes to get out and vote.

Ryan Haverlah, City Manager, announced Coryell County will be holding a public meeting on redistricting at the Civic Center on Wednesday, November 3rd, beginning at 6:30 pm. He also mentioned the Veterans Day Parade will be held on Saturday, November 6th.
             
   E   CITIZENS FORUM – At this time, citizens will be allowed to speak for a length of time not to exceed five minutes per person on any item which is listed on the agenda and items not listed on the agenda. Thirty minutes total has been allotted for this section. Pursuant to §551.042 of the Texas Open Meetings Act, any deliberation or decision about the subject of inquiry which is not listed on the agenda shall be limited to a proposal to place the subject on the agenda for a subsequent meeting.

Mr. Frantz Marion, 103-A Northern Dove Lane, Copperas Cove - Mr. Marion spoke regarding old City Hall and sidewalks.

Mr. Ben Beck, 1324 High Chapparel Drive, Copperas Cove - Mr. Beck spoke regarding the chicken ordinance.
             
   F   CONSENT AGENDA – All matters listed under this item are considered to be routine by the City Council and will be enacted by one motion. There will not be separate discussion of these items. If discussion is desired, that item will be removed from the consent agenda and considered separately.

   3   AIR-10574    Consideration and action on authorizing the City Manager to execute a Professional Services Agreement between the City of Copperas Cove and Dailey-Wells Communications, Inc. for the purpose of renewing a maintenance contract for the City’s 800 MHz EDACS Radio Trunking System.  Gary Young, Deputy Fire Chief

Council Member Yancey made a motion to approve Agenda Items F-1 through F-3. Council Member Manning seconded the motion, and with a unanimous vote, motion carried.

   G   PUBLIC HEARINGS/ACTION - A governmental body shall allow each member of the public who desires to address the body regarding an item on an agenda for an open meeting of the body to address the body regarding the item at the meeting before or during the body's consideration of the item.
             
   H   ACTION ITEMS
             
   1   AIR-10585    Consideration and action on appointments to the Economic Development Corporation Board of Directors. Diane Drussell, Interim Director of the Copperas Cove Economic Development Corporation 

Council Member Chavez made a motion to table Agenda Item H-1 to a later date. Council Member Courtland seconded the motion, and with a unanimous vote, motion carried.

   2   AIR-10590    Consideration and action on approving Resolution No. 2021-36, amending the FY 2021/2022 Budget for the Copperas Cove Economic Development Corporation (CCEDC). Diane Drussell, Interim Director of the Copperas Cove Economic Development Corporation

Diane Drussell, Interim Director of the Copperas Cove Economic Development Corporation, gave an overview of Agenda Item H-2.

Council Member Manning made a motion to approve Agenda Item H-2. Council Member Campbell seconded the motion, and with a unanimous vote, motion carried.

   3   AIR-10588    Consideration and action on authorizing the City Manager to enter into an agreement with C and C Sporting Goods (C&C) to provide recreation sports uniforms for the Parks and Recreation Department.  Jeff Stoddard, Director of Parks and Recreation

Jeff Stoddard, Director of Parks and Recreation, gave an overview of Agenda Item H-3.

Council Member Yancey made a motion to approve Agenda Item H-3. Council Member Hart seconded the motion, and with a unanimous vote, motion carried.

   4   AIR-10604    Consideration and action on approving Resolution 2021-37, joining the State of Texas as a party in the Texas Opioid Settlement Agreements secured by the Office of the Attorney General and authorizing the Mayor to execute settlement participation forms. Ryan Haverlah, City Manager

Ryan Haverlah, City Manager, gave an overview of Agenda Item H-4.

Council Member Courtland made a motion to approve Agenda Item H-4. Council Member Chavez seconded the motion, but without a unanimous vote, a roll call vote was taken.

   I   REPORTS FROM STAFF, OUTSIDE ENTITIES, ADVISORY COMMITTEES AND BOARDS
             
   J   ITEMS FOR FUTURE AGENDAS - Council Member Smith requested an excused absence for the November 16th meetings. Council Member Manning and Council Member Campbell supported this request. He also requested an item to look at the chicken ordinance. Council Member Campbell and Council Member Hart supported this request.
             
   K   EXECUTIVE SESSION - City Council convened into Executive Session at 6:42 pm.
             
   1   AIR-10605    Deliberation pursuant to §551.072, regarding a possible purchase of real property located along Highway 190 in Copperas Cove for the location of a new fire station.
             
   L   RECONVENE INTO OPEN SESSION FOR POSSIBLE ACTION RESULTING FROM ANY ITEMS POSTED AND LEGALLY DISCUSSED IN EXECUTIVE SESSION - City Council reconvened into Regular Session at 6:54 pm.

Mayor Diaz announced no action was taken on Agenda Item K-1.

             
   M   ADJOURNMENT

There being no further business, Mayor Diaz adjourned the meeting at 6:54 p.m.
