Potential vendor application
AGENDA ITEM DESCRIPTION:
Discussion and appropriate action on the Request for Application (RFA) submission from San Antonio Simply Love All People for the remainder of Fiscal Year 2018, ending August 31, 2018.
To ensure an effective, efficient, and equitable service delivery system for individuals with intellectual and development disabilities (IDD), the Alamo Area Council of Governments (AACOG) subcontracts the IDD service array to a network of public and private Provider organizations. The IDD Services Advisory Committee (IDD SAC) fulfills a crucial role in the subcontracting process by ensuring that stakeholders’ input plays a significant role in the local Intellectual and Developmental Disability services planning and networking process, policy making, and service delivery design; including annual vendor rates, and vendor contracting.
San Antonio Simply Love All People requests approval to be a provider within the General Revenue Safety Net Services program with intent to provider Community Supports and Respite services. The application submitted by San Antonio Simply Love All People had omissions of pertinent documentation required in the RFA.
San Antonio Simply Love All People did not provide documentation that justifies qualifications in serving IDD consumers.
No HIPAA policies and procedures documentation was included in the application. Professional Liability Insurance coverage is not currently in place and is pending acceptance of AACOG contract. In 2015, a Texas Department of Family and Protective Services investigation confirmed George Williams neglected an IDD consumer at a San Antonio Simply Love All People Day Habilitation facility.
No certified external audits have been conducted or tax statements for the past three (3) years were included in the submitted application. San Antonio Simply Love All People did not provide a current Financial Statement that includes Cash Flow.
San Antonio Simply Love All People's Corporate Compliance Program has not been updated/revised since 2009.
This will not result in financial impact to the Local Intellectual and Developmental Disabilities Authority (LIDDA) program, as AACOG does not guarantee service volume in order to ensure consumer choice. Funding for Safety Net services has been included in the 2018 AACOG Budget.
