Title:    USDA Regional Solid Waste Management Grant

Consider and act upon the recommendation to authorize the Executive Director to apply for and accept funds from the 2018 USDA Rural Development Solid Waste Management grant in an amount not to exceed $140,000. - Georgia Zannaras
USDA Rural Development has released a grant opportunity to assist rural communities to respond to environmental problems associated with solid waste management.  The grant will provide for technical assistance and offer community development training to address planning needs for community wide initiatives, which promote landfill diversion, recycling, composting and community clean-up programs and special collection programs for household hazardous waste, tires and electronics.
The purpose of the USDA grant is complementary to the existing TCEQ grant which funds AACOG's Resource Recovery program.  The USDA grant would allow for expansion of the existing program and not incur any additional staffing costs.  
Activities funded under the grant:  organizational meetings, certified training courses and workshops to include, certified landfill/collection center training; local enforcement for illegal dumpling (CEU and TCOLE credits for peace officers) and grant writing courses for preparing applications to obtain resources for local environmental eduction, community engagement projects and public landfill programs.
Communities under 10,000 population are eligible recipients of the training opportunities. 
Grant is due January 2, 2018.  With board approval, staff will continue vetting process and submit application prior to deadline.  
The grant period is July 2018  through June 2019, and will be included as a 2018 budget modification, if awarded.  
Staff recommends authorizing the Executive Director to apply for and accept funding from the 2018  USDA Rural Development Solid Waste Management grant provided there is no issue in the vetting process (if not completed by the Board meeting).
