W.O. 20-23 Solid Waste Container Storage Facility, Underground Easement to NorthWestern Energy
Staff recommends that Council approve an underground electric powerline easement granted to Northwestern Corporation (DBA NorthWestern Energy) for the W.O. 20-23: Solid Waste Container Storage Facility.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 20-23: Solid Waste Container Storage Facility involves constructing a new building at 4854 Midland Road to store plastic waste containers. This building is located south of the existing Billings Operations Center on the parcel recently purchased by the City and is currently under construction. The new building will have lights and electrical outlets so a new electrical service is needed from NorthWestern Energy (NWE). The new service line will come off of the main transmission line located along South Billings Blvd. NWE has requested a 10-foot easement to install the underground line from an existing pole, across City property, to the new transformer that will feed the new building. The easement location does not impede the use of the City property. The easement document is attached to this council memo.
City Council may:
Approve the proposed 10-foot underground easement to NWE for the new service line feeding a new Solid Waste container storage building; or,
Not approve the easement, which will prohibit NWE from installing the new electrical service and will leave the new building without electricity.
As stated in the attached easement document, the easement is granted in consideration of $1.00 and other good and valuable consideration.
