SUBJECT:
E-Qual System for signing electronic nomination petitions beginning in the 2022 Mayor and Council Election
RECOMMENDATION:
Staff recommends Mayor and Council authorize the use of the State of Arizona's E-Qual System for signing electronic nomination petitions beginning in the 2022 Mayor and Council Election.
DISCUSSION:
Arizona Revised Statutes 16-317, states in part "..the secretary of state shall provide a system for qualified electors to sign a nomination petition for candidates for city or town office, county office and the office of precinct committeeman by way of a secure internet portal..."  The state has developed a system called "E-Qual," which allows voters to sign petitions electronically.  The system requires voters to use their voter I.D. number or Driver's License number in order to securely verify the signer is a qualified registered voter.  Recently, the City Clerk's staff received training on the E-Qual System.  Based on the information and training received, staff believes that the 2022 Mayor and Council candidates would greatly benefit from having the ability to obtain signatures using the E-Qual System.  The E-Qual System will be optional for the candidates and can be combined with the traditional hard copy petitions.

If approved, staff will complete the administrative setup for the E-Qual System and will be prepared to utilize this system for the 2022 Mayor and Council Election and all future Mayor and Council Elections going forward, that the system is provided by the Secretary of State's office for cities to utilize at no charge.  For Council's information, attached are the candidate and voter's user guides for the use of the E-Qual system.
FISCAL IMPACT:
The State of Arizona is providing the use of the E-Qual System at no cost to all cities and towns.
ALTERNATIVES:
Deny the of the E-Qual System and direct staff to only hard copy petitions for the 2022 Mayor and Council Election.
