SUBJECT:
Request authorization to purchase new Kubota R430R1 Wheel Loader and Trailer.
RECOMMENDATION:

Staff recommends the Mayor and City Council authorize the City Manager to execute a purchase agreement with Bingham Equipment Company in an amount not to exceed $71,442.20 for the purchase of one (1) new model Kubota Wheel Loader and Trailer for use in the City’s sanitation operations.

DISCUSSION:
City residents are provided a bulk/uncontained trash collection service once every six weeks. The city is broken into six zones and each week a zone is completed. This process is very labor-intensive and requires the lifting of large and heavy items, quite often by hand. The division utilizes two crews to provide this service around the city and now share a small front-end loader to assist with the loading of the items. Since one loader is being shared there are numerous times that the crews will need to skip piles and return once the loader is available, creating increased travel and movement of the equipment and people. Adding an additional loader would greatly improve the efficiencies of the division, reduce the hand lifting of the larger and heavier items, which reduce the likelihood of work-related injury. The additional loader would also improve employee morale, and possibly be a tool to retain workers. With the additional tractor, city staff can greatly reduce the cities ongoing blight problem.

Both of these loaders are used when assisting in clean-up projects throughout the community as well.
 
Staff is requesting authorization to purchase one (1) new Kubota R430R1 Wheel Loader and one (1) new 16,000 lb. capacity trailer as a package from Bingham Equipment Company using Arizona State Contract #ADSPO18-202735 for the loader and Arizona State Contract #ADSPO18-202489 for the trailer. Purchasing from the State Contract financially benefits the City based on the competitive pricing offered.
 
The Kubota loader was selected based on demonstrated equipment productivity,  employee satisfaction, and fleet support efficiency. Bingham Equipment Company is a local vendor located in Casa Grande.
  
The costs associated with this purchase are:

State Sale Tax/Associated Fees          $   6,018.94

FISCAL IMPACT:

Funding for the items is available in the FY2022 budget in the following accounts for vehicle replacement:
 
540-21-205-133-8601-22059 with $72,500 budgeted for project #PW030
