SUBJECT:
Request Authorization to participate in the Arizona Department of Transportation – Airport Pavement Preservation Program for 2022. 
RECOMMENDATION:
Staff recommends the Mayor and City Council authorize the City Manager to participate in the Arizona Department of Transportation (ADOT), Airport Pavement Preservation Program for asphalt maintenance on Taxiway B to include a one-inch AC Overlay and Pavement Markings with a construction estimate of $572,297 and to execute all contracts and documents, disburse funds and perform necessary budget transfers.
DISCUSSION:
The Aeronautics Group, part of ADOT's Multimodal Planning Division, has completed the planning and program development phase of the State’s Airport Pavement Preservation Program for the fiscal year 2022.  The results of the current study show pavement maintenance recommendations for the Casa Grande Municipal Airport.  After review of the recommendations, ADOT has included a one-inch AC Overlay and Pavement Marking on Taxiway B at Casa Grande.
 
Under this program, ADOT’s Program Manager will design, support the bidding process and administer the construction of the maintenance project.   ADOT will pay 100% of the design and construction administration costs.  ADOT will then pay the full construction costs to the contractor.  The City of Casa Grande will pay, directly to ADOT, the 10% share of the construction cost which is estimated at $57,230.  In the event, the actual construction cost exceeds the estimate, ADOT will invoice the City for the remaining contribution required to equal 10% of the actual construction cost.  In the event the actual construction cost is less than the estimate, then ADOT will reimburse the City for any overpayment.
 
The Airport is aware that budgets are limited, and available alternate funding sources should be sought when possible. The Casa Grande Municipal Airport is eligible to participate in this program as a Community Airport in the State Aviation System.
FISCAL IMPACT:
The Airport is requesting authorization to opt-in and accept this project through the ADOT funded program with a total construction estimate of $572,297.  There is a 10% fund match requirement for this program. Upon approval, necessary transfers will occur within the Airport Grants fund to establish the required spending authority of $57,230 in local funds for the match.
