SUBJECT:
Request to purchase one TruNarc narcotic analyzer and solution kit from Thermo Scientific Portable Analytical Instruments Inc.
RECOMMENDATION:
Staff recommends the Mayor and City Council authorize the purchase of one TruNarc narcotic analyzer and solution kit from Thermo Scientific Portable Analytical Instruments Inc. in the amount of $28,352.09.
DISCUSSION:
Through Resolution No. 5278 Mayor and City Council authorized the acceptance of grant funds from the Arizona Department of Homeland Security’s Operation Stonegarden to purchase a handheld narcotics analyzer. This request proposes the purchase of one TruNarc narcotic analyzer and solution kit through Thermo Scientific Portable Analytical Instruments Inc. using General Services Administration Contract Number GS-07F-6099R, in the amount of $28,352.09. 
 
The narcotics analyzer will be used to assist officers in identifying illegal and abused drugs typically encountered when working Operation Stonegarden. The analyzer can scan drugs through packaging which lessens exposure to officers and better preserves evidence.
 
Council Focus Areas
 
Fiscal Responsibility – The Police Department is aware that budgets are limited, and alternate funding sources should be sought after to fund programs such as this.  
 
Quality of Life – The Police Department is committed to reducing crime that directly impacts the City. The use of these funds will assist the police department to better serve the community through a collaborative effort between state and federal agencies with the goal of creating a safer community for all to enjoy. 

Healthy & Safe Community - The use of this equipment not only allows for a safer working environment for officers in the field but also allows for the detection of contents and allows others who may need to handle the items to take precautions prior to handling or opening packaging.
