SUBJECT:
Upgrade of playground equipment at Rotary Park.
RECOMMENDATION:
Staff recommends the Mayor and City Council authorize a contract with Dave Bang Associates Inc. for playground equipment in an amount not to exceed $66,259.24 to replace existing equipment in Rotary Park.  Please note, this contract includes $63,104.04 from a proposal and a 5% contingency of $3,155.20.

The playground equipment in Rotary Park is over 20 years old and has reached the end of its useful life.  Staff has worked with several companies to come up with new equipment for this park to upgrade and expand service.  Following this research, Dave Bang Associates is the company recommended by staff to provide this new equipment.  The City of Casa Grande has experience with Dave Bang Associates for many years.  Dave Bang provided some of the equipment recently for the park remodel at Carr McNatt Park.  Dave Bang has been in business since 1979, carries several product lines, and is a very well-respected provider of park products with a home office in Mesa, AZ.

Staff wanted four key items within this playground equipment.  A spinning piece, a saucer-type swing, a climber piece, and a slide.  Staff went through several proposals before the final recommended rendering proposed by Dave Bang.  All of these pieces are ADA compliant and are the most popular features within our current inventory of parks.  The playground area will be expanded by approximately 50% to make room for the new equipment.

The upgrade to the playground equipment at Rotary Park is a portion of the makeover of Rotary Park into a trailhead for the new Community Trail project.  The park is located at 2220 N. Trekell Road.  When the makeover is complete the new park will feature an expanded parking lot, refurbished ramada, ADA sidewalks, updated playground equipment, and access to the first mile of the Community Trail project.  When the Community Trail is completed, it will follow the Santa Cruz wash for approximately 4 miles and connect the city from the Mission Valley development on the east to Dave White Park on the west.

This equipment will be purchased using the Mohave Contract Purchasing Agreement #190-BANG-0221.

The amount of this contract is a proposed price of $63,104.04 and a 5% contingency of $3,155.20.  Staff recommends a 5% contingency for unknown costs during installation.  The total contract is a not to exceed price of $66,259.24.  Funding for this project will come from previously approved CDBG funds which have a budget of $95,000 for park improvements in this area.

This project does meet the City Council's Strategic Plan by upgrading the quality of life in Casa Grande and maintaining existing assets.

ALTERNATIVES:
1. Deny the purchase and ask staff to provide additional information.
