Receive, consider and act upon an award of contract for a Mobile Ticketing System for the park and ride commuter bus service (C-2017-0168);
The recommended award totals $120,150. This project is eligible for FTA Section 5307 grant funding at a 80%/20% allocation. Therefore, the Township's local share will be $24,030 and 5307 funds $96,120.
The Board of Directors approved the solicitation of a Request for Proposals (RFP) for a Mobile Ticketing System for The Woodlands Express Commuter Bus Service on April 26, 2017. The RFP sought qualified entities to provide a smart-phone based mobile ticketing solution for passengers in order to streamline the ticketing process. In addition, the Board of Directors requested that certain features, such as real-time GPS bus location, be included in the proposed mobile ticketing solution. This feature was added to the specifications prior to Board approval and was included in the final advertised RFP.
The RFP was advertised on May 17, 2017. A pre-proposal conference call was held on June 2, 2017 with questions due to the Township by June 13, 2017. The Township issued responses to the questions submitted by the prospective firms on June 20, 2017. The final submittals were due July 14, 2017 by 4:00 p.m. CDT.
The Township received seven (7) proposals by the deadline. Proposals were received from the following prospective providers:
RapidSoft failed to return a signed Conflict of Interest Questionairre (CIQ) as required by the RFP and were considered non-responsive. The response from RapidSoft was therefore eliminated from further evaluation.
The remaining responses were evaluated and scored by Township staff. Respondents were scored on their technical proposal and their price proposal and scored according to the approved RFP. The results are listed in the following tables.
*After the Technical proposal scores were tallied, American Eagle was found not to be in the competitive range and was eliminated from further consideration.
Pricing proposals for the remaining firms were then evaluated based on the RFP.
Final Cumulative Scores:
Based on the requirements listed in the RFP and the final rankings, Masabi was found to be most advantageous to the Township for a Mobile Ticketing System.
A copy of the RFP, each firm's responses, and the evaluation scoring is attached for consideration and reference.
Approve the selection of Masabi as the provider for the Mobile Ticketing System and authorize the President/General Manager to execute a service contract as approved to form by the Township Attorney.
