Receive, consider and act upon the selection of a consultant to determine the feasibility of Bear Branch Park as the potential site for the swimming pool proposal presented by TWST and TWMST;
$200,000 was funded in the Capital Budget as a placeholder for Aquatic Facility Design. This would enable the ability to evaluate Bear Branch Park, or other Township properties for potential locations for this project, review site limitations (soil samples, electrical load analysis, water/sewer analysis, topography), site design/layout and to develop capital and operational budgets and a draft agreement(s) that defines the details and cost sharing allocations of the proposed partnership project.
The recommended action is to authorize the President/General Manager to negotiate a Professional Services Agreement with a qualified firm in an amount not to exceed his authorized spending authority.
At the February 19 meeting, the Board of Directors received a presentation from The Woodlands Swim Team (TWST) and Woodlands Master Swim Team (WMST) for an Aquatics Partnership to develop a 50 meter swimming pool at Bear Branch Park.
The resulting direction from the Board was for staff to review the master plan for Bear Branch Park and, if necessary, utilize the services of a third party consultant, to determine the feasibility of Bear Branch Park as a suitable site for such a swimming pool.
Staff recommends retaining Barker Rinker Seacat (BRS) Architecture to assist staff with this evaluation. BRS was selected by the Woodlands Recreation Centers, Inc. Board of Directors (WRC) in 2002 after a request for proposal selection process. BRS was one member of the Feasibility Study Team that reviewed the community, Woodlands Recreation Center and Bear Branch Park for a potential aquatics expansion which took several years to complete.
Selecting an Architecture/Engineering firm typically requires a Request for Proposal process, which cannot by state law include pricing. Price is negotiated after the professional is selected.
As BRS has experience with this site and has first hand knowledge of the park, its attributes and constraints, and was previously retained by WRC, they are recommended to be selected to determine if the TWST/WMST proposal and concept plan is compatible with Bear Branch Park and Recreation Center site.
It is anticipated the analysis could be completed in 30-45 days with a report to the Board by early April. TWST/WMST reported that they have been given a one-time 60 day extension of their option to purchase agreement.
