Receive, consider and act upon a Pipeline Crossing Agreement with Copano Pipelines Upper Gulf Coast, LLC for the development of the Gosling Sports Fields Complex;
There is no fiscal impact related to this agreement.
The Gosling Sportsfields project includes the development of five fields, parking lot, restroom and concession stand and other site amenities. As a portion of the park will be located on a pipeline easement owned by Copano,  a pipeline crossing agreement is required. The Township has a similar agreement with Conoco Phillips for a pipeline which bisects Alden Bridge Sports Park.

The pipeline runs parallel to Field 1 of Gosling Sportsfields as outlined in Attachment A. Per the Agreement, no buildings or structures can be placed on the pipeline thus the lighting of the fields has been specifically designed to address this matter. Other standard guidelines have been included and incorporated into the site plans. It should be noted that if the pipeline needs to be maintained and is covered by the fields, Copano must be granted access to make the repairs. Cost associated to renovate the fields would be the responsibility of The Woodlands Township. The Strong Firm has reviewed the agreement.
Approve the Pipeline Crossing Agreement with Copano Pipelines Upper Gulf Coast, LLC and authorize the President/General Manager to execute the Agreement.
