Receive, consider and act upon a recommendation from the Ad Hoc Transportation Committee regarding appointment of a Township Board Director to serve as a Director on The Woodlands Road Utility District No. 1 Board of Directors;
At the meeting on July 23, 2014, the Township Board considered a recommendation from the Ad Hoc Transportation Committee to appoint Director Mike Bass to serve on The Woodlands Road Utility District (WRUD) #1 Board of Directors.
The WRUD currently has two open seats on its Board of Directors. One of the seats is reserved for an appointee from The Woodlands Township Board of Directors.
The Ad Hoc Transportation Committee recommended that Director Mike Bass be appointed to the position based on his direct involvement in transportation issues and familiarity with transportation studies and projects taking place in The Woodlands and surrounding areas.
The Township Board held extensive discussion on this matter at the July 23 meeting and based on a motion from Director Long, this matter was tabled until the next available Board meeting. It was deferred with the understanding that Board members would direct their questions in the interim to the President/General manager for response. Some general concerns during the meeting:
Director Hausman and Director Bunch expressed concerns regarding the term of the WRUD appointee/the term of the Township Board member who is the appointee – Mike Page addressed their concerns
Director Hausman and Director McMullan would like some information on the pros and cons of appointing a Board member or an employee
Through Sections 1 and 2 of the resolution, the WRUD has staggered the terms for the newly appointed directors. The WRUD elects directors every year in May for two year terms; three one year and two the next year. The County appointee will serve an initial term ending on the second May following qualification. The Township appointee term ends in the first following May.
The language of the WRUD resolution indicates that the Township Board has until January 1, 2015, to make the appointment to the WRUD Board. To address the Director concerns as expressed at the meeting on July 23, the Township Board could consider the appointment following the Township Board election in November.
A second question was asked about the pros and cons of appointing a Board Member versus a staff member to serve on the WRUD.
The WRUD is a governmental entity.
The WRUD has the ability to enact a property tax.
The WRUD has the ability to issue bonds.
The WRUD has the ability to authorize major roadway and bridge projects in the community.
Based on these factors, an elected official may be the most appropriate appointment if the Township Board chooses to appoint a Township representative to the WRUD Board.
