SUBJECT MATTER:
Receive, consider and act upon a special event on September 11, 2017 (as requested by Director Fillault); 
FISCAL IMPACT:
No funding is included in the Township Budget to conduct a special event or events  on September 11; however, the costs associated with the presented event options could be funded through anticipated 2017 positive budget variances.  For ongoing future year events, funding could be added  to the Parks and Recreation Department- Townwide Special Events Budget. Estimated cost for the two events as presented total $4,300.
 
BACKGROUND:
The Board of Directors at their May 24th meeting reviewed concepts related to recognizing/remembrance of September 11th.  As a result, the Board directed Board Treasurer Fillault to work with staff to review the discussed event  concepts - Patriot's Day and First Responders Day.  Patriot's Day was established by the federal government and provided the President the authority to proclaim September 11 as Patriot Day and National Day of Service and Remembrance.  The  Texas Government Code 662.050 proclaims September 11 as Texas First Responders Day and states that each governmental entity may determine the appropriate ceremonies for the day. 
 
Treasurer Fillault met with staff and developed ideas for two separate events to be held on September 11.  Staff has prepared a draft program for each event (Attachment A) . The proposal is to conduct a brief, solemn Patriots Day type event in the morning at Central Fire Station and another event at Town Green Park in the late afternoon. 
  • September 11 Patriot Day of Remembrance
    • Woodlands Fire Department- Central Station
    • Small, solemn event that reflects on the tragedies on September 11, 2001
    • 30 minutes, morning event (7:30 a.m.)
  • First Responders Day
    • Town Green Park
    • Larger community event recognizing community first responders 
    • 1 Hour event- starting at 5:30 p.m.- similar to Veterans Day in terms of size and scope
Due to the nature and scheduling of the events,  a one piece, two event advertisement / promotion is recommended.  The advertisement would be used in the Community Magazine, Villager, Facebook, and other advertising mediums.  In addition a proclamation will be developed for each event for Board approval and to be read aloud at each event.
 
RECOMMENDATION:
Board to determine course of action.
