|Routine swimming pool repair and maintenance is funded through the Township’s Capital Reserve Fund per the schedule established in the Reserve Study for the long term repair and replacement of capital assets. The study and further examinations by staff jointly identified pools at Creekwood Park, Forestgate Park, and Harper’s Landing Park and spraygrounds at May Valley Park and Timarron Park for pool replastering and deck refurbishment, and the projects include updates to comply with current State of Texas Swimming Pool Codes.
Request for Bids was advertised on The Woodlands Township website on December 7, 2016, and in The Woodlands Villager on the same date. Additionally, notices were provided to six (6) former and perspective local bidders. There was a mandatory pre-bid meeting conducted on December 14, 2016 with seven (7) contractors in attendance. Questions for clarifications were due on December 22, 2016, and one (1) addendum was issued on January 6, 2017, as a result. Bids were due on January 23, 2017.
Four (4) completed bids were submitted (Attachment A), all from contractors who attended the mandatory pre-bid meeting. Two of those four bids were for deck work only since those contractors do not perform plastering services. One additional plaster contractor declined to bid via email. A Bid Tabulation Summary has been prepared (Attachment B) a summary of which is provided below:
The Bid Specifications were structured to provide the Township with flexibility in selection of projects and/or contractors; Project A (Plaster at two locations); Project B (Deck work at five locations); and Project C (Plaster and Deck work, all locations). The lowest total price and most advantageous to the Township is to award Progressive Commercial Aquatics for both Project A - $32,395 and for Project B - $97,240, for a total price of $129,635.
Progressive has a long, successful work history completing similar projects for the Township including most recently the Lakeside and Windvale Park plaster and deck work in 2016, the Shadowbend Pool renovations in 2014 (as the plaster subcontractor for the major park renovation project), and at Forestgate and Cranebrook Pools in 2013 for pool plaster and deck coating, respectively. Their work was completed in a satisfactory manner in each instance.
|Award Progressive Commerical Aquatics, Inc., the bid for replaster and deck refurbishment as presented for Creekwood, Forestgate, Harper’s Landing, May Valley and Timarron parks in the amount of $129,635, and authorize the President/General Manager to execute a construction agreement as approved to form by the Township Attorney.
