Receive, consider and act upon a 2017 budget allocation for the purpose of developing a public input process and conducting public forums regarding incorporation with said process to be initiated at the completion of the 2017 fiscal impact analysis and following the 2017 Texas legislative session (as requested by Director Snyder);

Director Snyder requested an agenda item to consider a 2017 budget allocation for development of a public input process and conducting public forums regarding incorporation, with the analysis to be initiated at the conclusion of the 2017 state legislative process. The state legislature meets during the first half of 2017. If legislation affecting the Township is passed by both houses, it will move forward to the Governor to sign into law. The effective date of the legislation will be determined during the legislative process and could be as early as June; however, laws commonly become effective on either September 1 of the legislative year (2017) or the following January (2018).
If funding for a public input process is approved, it is recommended that a request for qualifications and proposals be released in mid-2017. Based on proposals received in 2011 for the previous governance study, it is recommended that funding in the range of $100,000 - $150,000 be set aside for consulting costs to include public forums, focus groups and other similar types of outreach.
