SUBJECT MATTER:
Receive, consider and act upon an Interlocal Agreement with  Brazos Transit District related to Phase II service enhancements including the use of a third trolley C-2016-0580 ;
FISCAL IMPACT:
The 2017 Interlocal Agreement with Brazos Transit District commits the Township to a budget up to $616,000 per year for  funding for the trolley operations.  The Township expects to receive 50% operating assistance from Federal Transit Administration grants resulting in a net cost of $308,000 to the Township. 
BACKGROUND:
Phase II of the Town Center Trolley enhancement program was originally presented to the Board at the February 2016 Planning Retreat. The Board of Directors approved implementation of the Phase II Town Center Trolley service at the FY2017 budget meetings in August 2016, subject to final siting of trolley stops. 

Phase II Town Center Trolley Service operating characteristics:
  • Operating Hours:
    • Monday to Thursday Peak: 11 am to 2 pm, 5 pm to 9 pm; Off-peak: 2 pm to 5 pm
    • Friday & Saturday Peak: 10 am to 2 pm, 5 pm to 10 pm; Off-Peak: 2 pm to 5 pm
    • Sunday Peak: 11 am to 2 pm; Off-peak: 2 pm to 6 pm
  • Vehicles: 3 during peak hours, 2 during off-peak
  • Headways: Approximately 8-10 minutes during peak operations; 12-15 minutes during off-peak operations
In considering the provision of enhanced transit services for the 2016 holiday season, The Board of Directors considered the early implementation of Phase II of the Town Center Trolley versus utilizing the Holiday Shuttle Express again. After considering the operating costs of each, the Board approved implementing Scenario 1. This scenario provides the same service characteristics as the Phase II service which was approved to begin January 2, 2017 (the first operating day). 

A new Interlocal Agreement (ILA) has been prepared that supersedes the existing 2015 ILA, as amended, to provide for the Phase II services. The existing agreement is set to expire in May 2017. The new ILA will include all amendments of the current 2015 ILA, including recommendations from the Federal Transit Administration, and is proposed to cover a term of one (1) year and is renewable for successive  one (1) year terms at the sole option of the Township.

The Township Attorney has prepared the Interlocal Agreement (Attachment A).
RECOMMENDATION:
Approve the Interlocal Agreement with Brazos Transit District and authorize the President/General Manager to execute the agreement as approved to form by the Township Attorney.
