SUBJECT MATTER:
Receive, consider and act upon an amendment to Professional Services Agreement with Jones & Carter for additional services related to the H-GAC 2017 Transportation Improvement Program;  
FISCAL IMPACT:
Professional Services necessary to provide technical assistance and preparation of  an application(s) to submit to H-GAC for the 2017 Call for Projects for the Transportation Improvement Program is estimated to cost between $50,000 and $100,000. The estimated total cost for design and construction of the preliminary revised list of projects is $11,314,772.72.  It is anticipated that 80% or more of this amount could be funded by grants leaving 20% or less ($2,262,954) for the Township's matching share.
BACKGROUND:
During The Woodlands Township Board of Directors 2017 Budget Workshop on August 17, 2016, the Board approved moving forward with Jones & Carter to begin preparations for the anticipated 2017 Houston Galveston Area Council (H-GAC) Call for Projects for the Transportation Improvement Program (TIP) in January 2017.  Jones & Carter was the selected consultant to prepare the Pedestrian Bicycle Master Plan.  Jones and Carter  presented a draft of the Master Plan to the Township Board on July 27 and the Board directed there to be a public input process conducted in September with anticipated consideration of final adoption of the Master Plan in October.   The draft Master Plan identifies several potential federal  sources to fund these projects through matching grants, most if not all of which, require access through H-GAC / TIP.  As the time necessary to prepare TIP applications is very lengthy and involved,  it is necessary to begin as soon as possible preparing the application(s).

The Board approved a list of projects to be included in the scope of services for the application. The list revises the Short Term Projects identified in Table 5:1 in the draft Master Plan by removing three projects that have already been completed or that are in progress (Greenmoor Dr., Marsico Pl., and the Trolley Path extension) and adds from the Medium Term Projects Table 5:2 the Kuykendahl Road project. 

The Board of Directors will have final approval of the grant application(s) before submitting to H-GAC and will be briefed as necessary throughout the preparation process. 
RECOMMENDATION:
Authorize the President / General Manager to negogiate and execute an Amendment to the Professional Service Agreement with Jones and Carter to include a scope of services that provides technical assistance and related services for the preparation of H-GAC grants applications in an amount not to exceed the purchasing authority granted to the President/General Manager for approved Capital Projects.
