SUBJECT MATTER:
Receive, consider and act upon award of contract for Construction Manager at Risk for the Fire Station 2 Renovation Project;
FISCAL IMPACT:
Construction Cost Estimate - $1,600,000
BACKGROUND:
On October 23, 2013, the Board approved the Fire Station #2 Renovation Project, with an estimated total budget of $1,750,000, including an estimated construction cost of $1,600,000. Montgomery County Hospital District (MCHD) has agreed to make a financial contribution to the Township equal to 50 percent of the total cost of the project.

On December 3, 2013, staff received five responses to Request for Qualifications for Construction Manager at Risk. Utilizing the same selection criteria used for the Central Fire Station Project, representatives from Joiner Partnership, Inc., MCHD, and The Woodlands Fire Department evaluated and tabulated the scores (Attachment A).

Durotech 88 total points
Division One Construction 78 total points
Teal Construction Company 76 total points
Sterling Structures, Inc. 75 total points
Purcell Construction, Inc. 70 total points

Durotech, while not the least expensive in proposed fees, scored the highest. Durotech far exceeded staff’s expectations regarding company experience and qualified personnel in the construction of fire facilities compared to the other general contractors. Renovation projects can present unique challenges and become problematic, and staff feels important factors such as cohesive relationships between the architect, the general contractor and the owner are important considerations. Durotech understands The Woodlands Township’s standard of quality and expectations. For these reasons and given our last successful project, Central Fire Station, staff highly recommends Durotech be awarded the Construction Manager at Risk Contract.

If approved by the Board, staff will enter into negotiations with Durotech in an attempt to decrease the proposed fee in good faith.


RECOMMENDATION:
Authorize the President/General to negotiate and enter into a contract with Durotech in accordance with prior determination and election to use the Construction Manager at Risk provisions of Government Code, Chapter 2267, relative to the renovation of Fire Station No. 2 and take all necessary and appropriate action in connection with selection of a Construction Manager at Risk, including subsequent contract negotiations with other offerors.
