Receive, consider and act upon an award of bid for 2017 - 2019 concession services C-2016-0413;
The Woodlands Township is expected to receive $40,500 in revenue from the recommended award of bid for concession agreements. There is no direct cost or expense to the Township related to this service other than providing the utilities to the concession stands.
The current Concession Agreements with Your Chef’s Kitchen at Bear Branch Sportfields and Rob Fleming Aquatic Center and Chick-Fil-A for recreation programs expire on December 31, 2016. The Woodlands Township has five "brick and mortar" concession sites and one “programs” concession agreement. The brick and mortar concession sites include: Alden Bridge Sports Park, Gosling Sports Park, Bear Branch Park, Bear Branch Sportsfields and Rob Fleming Aquatic Center. The concessions stands at Alden Bridge Sport Park and Bear Branch Park have not performed well, despite several attempts by previous vendors. Therefore, those locations were not included in the 2017-2019 concession bid. Alternative methods for these stands and how concessions can be made available to park users is currently being reviewed for these sites for consideration by the Board in the future.
An Invitation for Bids was developed for Rob Fleming Aquatic Center, Bear Branch Sportsfields, Gosling Sportsfields and “programs” (summer swim meets and select programs) which outlines the responsibilities of the concessionaire which include but are not limited to: licenses, insurance, menu, prices, compliance with park rules, payment terms, rights reserved, etc. (Attachment A).
The Invitation for Bids was advertised in the
(August 31, 2016) and on The Woodlands Township website. A non-mandatory pre-bid meeting was held on September 16, 2016 with one vendor in attendance. Bids were due on September 30, 2016 and The Township received bids from two vendors (Attachment B) in the following amounts:
Your Chef's Kitchen
Rob Fleming Aquatic Center
Bear Branch Sportsfields
The Invitation for Bids provides the Township the ability to select one or multiple vendors to provide the services. Both concessionaires have held various contracts with The Woodlands Township over the past and have delivered quality services to the public.
It is recommended to award the bid for 2017 - 2019 Concession Services per the following and authorize the President/General Manager to execute the service agreements as approved to form by the Township Attorney:
Rob Fleming Aquatic Center ($22,000), Gosling Sportsfields ($5,500) and recreation programs ($2,500) to Kendrick Skipper/Chick-Fil-A
Bear Branch Sportsfields ($10,500) to Your Chef’s Kitchen
