SUBJECT MATTER:
Receive, consider and act upon the award of bid for the purchase of a 2017 Pierce fire engine;
FISCAL IMPACT:
$680,090 approved in the 2016 capital budget
BACKGROUND:
Approved in the 2016 capital budget is $770,000 for the replacement of a 2006 fire engine currently assigned to Fire Station #5 (E-105). The remaining funds will be used to purchase the necessary tools and equipment to place the apparatus in service. The proposed apparatus, 2017 Pierce Fire Engine, will replace a 2006 fire engine with 6,400 hours of recorded use, which is equivalent to 192,000 miles of travel at an average speed of 30 MPH. Once approved and ordered, the new apparatus will be delivered and placed into operation in approximately 11 to 12 months due to construction time. The 2017 Pierce Fire Engine proposed is similar to the last five previous department purchases, which assists in uniformity of operations and fleet management.

In accordance with the department’s apparatus replacement schedule, fire apparatus are replaced after 10 years of use on the front-line and reassigned to our reserve fleet for an additional five years. After utilizing the unit in reserve status,  the apparatus is reevaluated for possible use at the Emergency Training Center or sold off. In this particular case, the department intends to dispose of a 1989 fire engine currently being utilized at our Emergency Training Center.

The department uses an apparatus purchasing committee which includes personnel from different ranks, expertise and backgrounds. The committee was tasked with developing specifications based on community needs, consistency in department operations, maintenance, longevity and value.

The proposal was obtained from Siddons-Martin Emergency Group, the local dealer for the Pierce Manufacturing Company and will be purchased through the Houston-Galveston Area Council (H-GAC) government cooperative purchasing program. HGAC’s purchasing program ensures that the costs for these products have already been properly bid out, which assists local governments in product procurement.
RECOMMENDATION:
Approve the purchase of a 2017 Pierce Velocity PUC pumper from Siddons-Martin Emergency Group, LLC, the authorized local dealer, in the amount of $680,090.
