SUBJECT MATTER:
Receive, consider and act upon a Special Event Permit for Shootout for Soldiers -Texas;
FISCAL IMPACT:
The fees for the rental of the field and lights for this event are $1,570;
BACKGROUND:
In July 2013, the Board of Directors adopted the Special Event Policy and Procedures which stipulates Board approval is required for special event permits for certain types of events that may have an impact to the community and surrounding neighborhoods. 
 
A Special Event Permit Application was received from a resident to host the Shootout for Soldiers. This is a lacrosse tournament proposed to run from 9 a.m. on Friday, July 8 through 10 p.m. on Saturday, July 9, 2016 at the Gosling Sportsfields.   This event would run 24 hours at the facility and would necessitate the field lights being on past 11 p.m., which is outside the normal operating hours of the parks.  The number of park patrons at this event during the late evening and early morning hours would be limited to the players and event organizers.   The closest home within the limits of The Township is over 1,000 feet to the East.
 
  • Date: Friday, July 8 through Saturday, July 9, 2016 
  • A family-friendly, 24 hour lacrosse event to engage the community with local veterans. The event raises funds for various local and national veteran organizations.Location: Gosling Sportsfield Complex
  • Number of Years: 5th year in existence (1st year in The Woodlands and first location in Texas)
  • Area Impacted: Alden Bridge – Areas near Marsico Place -Research Forest  Park & Ride
  • Known events at Park / Community: None currently scheduled at this time.
  • 9 a.m. Friday through 10 p.m. on Saturday
  • Anticipated Attendance: 5,000+ (through the 24 hour time period)
  • Security Plan: Uniformed officers onsite during the event, as well as for set up and tear down. Security company will be hired to monitor parking areas.
  • Outdoor Noise/Entertainment: All music and use of air horns will cease at 10 p.m. each evening. PA announcements and use of whistles will be kept to a minimum after these hours. Organizers will comply with noise complaints and requests to lower noise levels.
  • Public Notification Plan: If approved, Shootout for Soldiers Host Committee will distribute letters to Township residents within immediate proximity to the sportsfields for notification of event activities.

RECOMMENDATION:
As Shootout for Soldiers does not anticipate having a negative impact to the community or immediate neighborhoods, it is recommended to approve the Special Event Application as presented.
