Receive, consider and act upon an amendment to the Board policy regarding meeting time and format to include an invocation (as requested by Director Robb);
During the public comment portion of the Township Board meeting on November 18, a resident said a prayer of thanksgiving. The Board appeared to be in favor of the invocation so Dr. Robb requested an agenda item for the Board to consider adding an invocation/prayer at the start of each Board meeting. The Township Board currently begins each meeting with the Pledge of Allegiance to the United States of America and the Texas Pledge (the "Pledges").
In a review of local peer agencies, it appears that Montgomery County Commissioners Court; Conroe, Magnolia and Tomball Independent School District Boards of Directors; the City of Conroe and the City of Houston start their meetings with an invocation. Oak Ridge North includes an agenda item for Invocation/Moment of Silence.
If the Board desires to add a standard agenda item for an invocation, it is recommended that this be added to the Board Policy on Meeting Time and Format to affirm this action, and that a procedure for the invocation be developed. If the Board desires an invocation, it is recommended that this be placed first on the agenda along with the Pledges, which would be similar to the listing on the agendas for the entities named above.
