Receive, consider and act upon a change order for professional services for a Pathway Connector at Gosling Sportsfields;
The requested change order is for $10,200 which includes all engineering services (inclusive of traffic controls) related to the street and pathway crossing. Per LJA Engineering, the construction cost estimate for the connector is approximately $110,000 (inclusive of engineering services). The balance of the contingency fund for the Gosling Sportsfield project is $215,000.
At the Board’s March 20, 2014 meeting LJA Engineering was chosen to provide engineering services for the Gosling Sportfield Project. LJA Engineering was selected by the Board as the result of a Request for Proposals and due in part to its historical understanding of drainage in the community, including the flow modeling of Bear Branch.
Under Texas Professional Services Procurement Act (Title 10. F. 2254 A), procurement of professional services, which includes professional engineering, the Township is permitted to “first select the most highly qualified provider of those services on the basis of demonstrated competence and qualifications” (2254.004). LJA Engineering has been responsible for the majority of storm water management projects in the community and has been involved in numerous park design projects on behalf of the Township (Sawmill Park renovation). In addition, this project is an extension of the completed feasibility site study.
A professional services agreement has been executed whose scope includes providing professional design services for a sports field complex that includes the fields, parking lot, restroom and concession building, and site features and coordination with an all-weather turf consultant at a cost of $245,800.
Not included in the scope of services or included in the budget of the project was a connector pathway and crosswalk at the intersection of Marsico Pl. and Gosling to/from Gosling Road to the new Gosling Sportfield Complex. This connector was left out of the original plans to manage the costs of the project. Now that the bids were received and the project is 60% complete, there is a better understanding of remaining contingency funding which provides the ability to move forward with the crosswalk and pathway connector. After the design plans are completed by LJA, bids to construct the connector will be solicited, the results of which will determine the necessary course of action for review and approval to proceed.
The connector is important to the community as it allows bike and pedestrian movement to the Sportfields and to the Research Forest Park and Ride.
Authorize the President/General Manager to execute the change order for professional services with LJA Engineering, Inc. for the Gosling Sportfields- Pathway Connector.
