SUBJECT MATTER:
Receive, consider and act upon an extension of the term for the Ad Hoc Transportation Committee and the related appointments to the Committee;
FISCAL IMPACT:

BACKGROUND:
Committee appointments are made in December of each year. The Board primarily functions as a “committee of the whole” with limited use of Board Committees.

Ad Hoc committees may be added from time to time to address specific issues, when appropriate, as determined by the Board. Ad Hoc committees make recommendations to be discussed and acted on by the full Township Board of Directors; the committee does not have any final decision-making authority. An Ad Hoc Committee, by definition, is temporary and established for a specific task or objective. Once the task is performed or the objective is reached, the committee is dissolved. In the formation of an Ad Hoc Committee, a deadline may be set for the time in which they must complete the work, request an extension or end.

In 2012, the Township Board established the Ad Hoc Transportation Committee and adopted a charter to guide the Committee. (See Attachment 1)  The Ad Hoc Transportation Committee Charter addresses the Committee’s Purpose, Composition, Objectives, Chairperson, Delegation of Authority by Board of Directors, Limitations, Duration, and Staff Assignment. Per the Charter, the purpose of this Board Committee is to develop a transportation action plan for consideration by the full Woodlands Township Board of Directors. This transportation action plan will provide strategic direction for future Township involvement in local transportation issues, initiatives and committees. The staff assignment was originally Miles McKinney; however, this role administratively transferred Chris LaRue was hired as the Transit Program Manager.

The Committee has met on a monthly basis since creation in November, 2012. The Committee consists of three Woodlands Township Directors, as appointed by the Township Board Chair. Appointments are for the duration of the stated purpose, or until successors are assigned. Last year, the Board again took action to extend the term of the Committee through December 31, 2015. In order to continue this committee beyond the end of this year, the Board would need to provide another extension to the term.

The proposed appointments for 2016 will be distributed by the Chairman prior to the December 10, 2015, Board of Director’s Meeting.

Ad Hoc Transportation Committee Chairman Bass requested that a summary of Ad Hoc Transportation Committee accomplishments (see Attachment 2) be provided for Board review at the December 10th meeting.  A informational only summary is attached, and no action is proposed on this summary.  
RECOMMENDATION:
Extend the Committee's term until December 31, 2016 and affirm the Chairman's appointments of Mike Bass, Gordy Bunch and Jeff Long to the Ad Hoc Transportation Committee.
