SUBJECT MATTER:
Receive, consider and act upon an extension of the term for the Ad Hoc Economic Development Committee and the related appointments to the Committee;
FISCAL IMPACT:
None.
BACKGROUND:
Committee appointments are made in December of each year. The Board primarily functions as a
“committee of the whole” with limited use of Board Committees.

Ad Hoc committees may be added from time to time to address specific issues, when appropriate, as determined by the Board. Ad Hoc committees make recommendations to be discussed and acted on by the full Township Board of Directors; the committee does not have any final decision-making authority.

An Ad Hoc Committee, by definition, is temporary and established for a specific task or objective. Once the task is performed or the objective is reached, the committee is dissolved. In the formation of an Ad Hoc Committee, a deadline may be set for the time in which they must complete the work, request an extension or end.

In 2013, the Township Board established the Ad Hoc Economic Development Committee. The purpose of this Board Committee is to develop a strategic plan regarding The Woodlands Township’s role in economic development for consideration by The Woodlands Township Board of Directors. This plan will recommend specific economic development objectives, determine appropriate funding levels for the Township’s economic development reserve account in order to meet stated objectives, and recommend projects to be funded by the Economic Development Reserve.

The Committee consists of three Township Directors, as appointed by the Township Board Chair.
Appointments are for the duration of the stated purpose, or until successors are assigned. The Committee was originally authorized to operate only until December 31, 2013; however, in November 2013, the Board took action to extend the term of the Committee through December 31, 2014. The Board took the same action for 2015.

The proposed appointments for 2016 will be distributed by the Chairman prior to the December 10, 2015, Board of Director’s Meeting.

Since its establishment the Committee has continued to meet on a regular basis and the Chairman, Dr. Ed Robb, is requesting an extension of the Ad Hoc Economic Development Committee by one calendar year, until December 31, 2016. Bruce Tough and John McMullen served on the committee in 2014 and 2015.
RECOMMENDATION:
Extend the Committee's term until December 31, 2016 and affirm the Chairman's appointments of John McMullan, Ann Snyder and Ed Robb to the Ad Hoc Economic Development Committee.
