Meeting Date: 09/23/2015

SUBJECT MATTER:
Receive, consider and act upon a resolution in support of Montgomery County’s creation of a committee to study voting centers for future elections;
FISCAL IMPACT:
Not applicable.
BACKGROUND:
At the Township Board meeting on August 26, 2015, Director McMullan requested a resolution in support of the Voter Awareness Council's proposal to Montgomery County to form a committee to study the potential use of vote centers for future Montgomery County elections. The vote centers are similar to a concept promoted by Director Bunch earlier this year.

At the September 15, 2015, Montgomery County Commissioners' Court meeting, the Commissioners approved creation of a committee to study voting centers and provide periodic update reports to the Court as well as financial recommendations at the completion of the committee's work. The Committee will be comprised of Amy Lecocq (VAC vice president) as Chair, Suzie Harvey (Montgomery County Election Administrator), Dr. Wally Wilkerson (Montgomery County Republican Party Chairman), Bruce Barnes (Montgomery County Democratic Party Chairman), and other members that may be added as appropriate.

Under the vote center concept, centralized vote centers are used on Election Day instead of precinct voting locations. In this scenario, any Montgomery County registered voter could vote at any of the vote centers in the county on Election Day, similar to the way in which any Montgomery County registered voter can vote at any one of the Montgomery County early voting locations.

It is important to note, that this proposal and any related change would only impact The Woodlands Township voters who reside in and are registered to vote in Montgomery County. Voters in the Village of Creekside Park, which is wholly located in Harris County, would continue to vote at polling sites as established by the Harris County Clerk's Office - Election Division.

A draft resolution of support is attached for consideration.
RECOMMENDATION:
Board to determine course of action.
