SUBJECT MATTER:
Receive, consider and act upon criteria for replacement of fleet vehicles;

BACKGROUND:
A Director requested that staff consider changing current fleet vehicle replacement guidelines of a minimum of 10 years and 100,000 miles to a threshold that included a higher minimum mileage standard.

Staff has prepared a paper regarding this matter, which is attached for the Board's review.  As noted in the paper, the current years and mileage criteria are minimum standards and do not trigger the automatic replacement of a vehicle once reached.  Rather, 10 years and 100,000 miles are used as the point in time when a vehicle is thoroughly assessed in regards to effectiveness, reliability, operating and maintenance costs, fuel efficiency, adherence to current emissions standards, safety, and overall appearance and condition. When all of these factors are evaluated together, the minimum guidelines are often exceeded before a vehicle is recommended for replacement. For example, 44% of the Township’s 48 vehicles are older than 10 years and 23% of the vehicles have exceeded both the years and mileage criteria.

As also noted in the paper, technological advances in the past decade have contributed to increasing the longevity of vehicles in general.  Strict adherence to prescribed maintenance schedules as well as favorable driving conditions are important factors in extending the life of these newer vehicles.  These factors as well as other considerations related to the timing of fleet replacement are discussed in the attached document.
