SUBJECT MATTER:
Receive, consider and act upon an easement from The Woodlands Land Development Company for development of land adjacent to and in conjunction with the Gosling Road Sports Field Complex;
FISCAL IMPACT:
There is no fiscal impact related to the easement agreement.  The value of the 4.006 acres is unknown.
BACKGROUND:
Upon the execution of the Comprehensive Community Service Agreement, the Township was deeded 25.02 acres for the development of a sports complex.  In order to best maximize the development of the complex and to provide the most playing areas, it is possible to develop on additional land adjacent to the Township tract that lies upon a pipeline easement and borders the floodway.  Therefore, The Woodlands Land Development Company has agreed to grant the Township an easement to develop upon an additional 4.006 acres (Attachment A - Easement; Attachment B - Easement Plat).
 
As the easement is expected to be perpetual, with no known development plans or uses for the easement tract, but subject to termination with six months notice, any development of the sports complex upon the easement  will be improvements that are easily removed and/or cost the least.   For example, no all-weather turf fields would be constructed upon the easement. Only natural grass fields and trails will be located upon the easement.  
RECOMMENDATION:
It is recommended to approve the easement with The Woodlands Land Development Company for development of land adjacent to and in conjunction with the Gosling Road Sports Field Complex.
