Receive, consider and act upon the Waterway Arts Council Gifts for Our Community Art Bench Agreement;
The budget impact to the Township related to the acceptance of park benches is not known at this time as the actual benches and the materials they will be made of has not been determined. It is anticipated that the annual maintenance costs will be minimal much like existing park benches. Any additional insurance premiums that may be necessary will also be determined upon the value of each individual bench.
In furtherance of its mission to bring a greater awareness and appreciation of the arts to the community, The Woodlands Waterway Arts Council (WWAC), through its community outreach program BAM!, is planning a series of artist-created benches, which will be featured at prime locations along The Woodlands Waterway (Attachment A). Similar art projects such as the guitars in Austin, horses in Albuquerque, and cows and bulls in Chicago and Houston have generated wide public enthusiasm and been a draw for visitors as well.

The best designs are being selected from a competition that attracted artists from around the country and several foreign countries. Eight bench site locations along the Waterway were identified and the Call for Artists resulted in over 50 entries. Each of the sites has a local sponsor, underwriting the costs of the project. The Art Bench sub-committee, consisting of WWAC members, representatives / architects of The Woodlands Development Company and Township staff reviewed the entries and selected three finalists for each location. The artists are now working to submit their bench designs and the committee and underwriters will review the designs and select the winning design/artist. After the selection, the artists will have until October to deliver the benches (Attachment B).

It is proposed that once the art benches have been installed, that the Township assume responsibility for them. The Township’s Gifts For Our Community Program was established for these types of projects as they benefit the community, general public and add amenities to the Township’s park and waterway system without any capital cost to the Township (Attachment C).
It is recommended to accept eight art benches from The Woodlands Waterway Arts Council as part of the Gifts for Our Community program and authorize the President/General Manager to enter into an agreement necessary as determined by legal counsel.
